PERSONALITY
Being born from the nightmares of nihilism and pointlessness, of one's actions meaning nothing because the timeline will always just reset, Serif is fairly careless, carefree, and casual. If nothing matters and if nothing stays permanent, then you can do whatever you want; for amusement. Just because. When it's all reset, just indulge yourself. He has no qualms against attacking people randomly, stealing their stuff, sleeping in their room, or anything of the like.
Because he is nihilism incarnate in a way, he has trouble actually connecting with people, and so while it's not impossible, it's hard to actually befriend him. Those who do will find an actually loyal friend, though, because while most of what he inherited from Sans was deadly, there was one thing he took with him:

HISTORY
Serif is an older nightmare, though not chronologically. He was formed through the countless timelines' versions of Sans' nihilistic nightmares; Sans' nightmares of nothing mattering, everything resetting, remembering memories that "he" never did, and the like. He was always more of a concept than an actual living being, since his world didn't have nightmares, and as such, wasn't actually sapient.
Then, one day, the dimension of the King of Nightmares imploded, infecting the mental realms that linked all of the dimensions and drawing out the existences there. Sans' own nightmares and depression was strong enough that Serif came to be, disorientated and confused but more than pleased to take his new existence and run with it.
It wouldn't take him long to discover that he had inherited a hell of a lot from his dreamer. Very low health, the inability to do much damage at one time, and no real defenses to speak of. On the other hand, however, he also inherited the Karma trait of Sans' attacks as well as his agility, allowing Serif to survive more than easily enough.
He took on a human appearance both because he liked it better and to reference the source of all the troubles his dreamer and his dreamer's kind had. It fit him better, especially since seeing a human's face with a monster's eyes no doubt would cause even more grief and reinforce the feeling of nothing mattering -- to him, at least.

ABILITIES
Color Magic:
Serif is capable of using Red and Blue magic against a SOUL, both letting it move freely and restraining it to gravity. His control of gravity is far more advanced than most monsters' and he's able to slamming the owner against things with an intense level of force.
Bone Bullets:
While they're more in line with poles or spears, he can manifest and fire bones at a rapid speed. He can also make them pierce out from solid surfaces (walls, floor, ceiling) as a trap to catch people off guard. He can manifest the bones as Blue, meaning that one has to stand still to let it pass through them to avoid damage.
Karma:
A special ability to Sans' attacks and what makes him so dangerous -- and with Serif having inherited it, hes all the more so. Karma adds power and speed to his attacks in proportion to how many sins the enemy has committed. In this case, the definition of a "sin" is objective, requiring you to do harm to another person (such as murder or abuse) and is unrelated to guilt or how the opponent feels about their actions. It doesn't matter if the sin is emotional or mental, either.
On top of "Karma", which is the overall category, he also possesses "KARMA", which is a poison-like effect that infects those who take damage from his attacks and rapidly drains their physical health. While KARMA itself can't kill, its draining effect makes one exceptionally more vulnerable to the other attacks.
In all instances, Karma is what makes Sans' attack hurt as severely as they do, forcing his opponents to feel their damage in small, rapid papercut increments so that they can't adjust nor get a reprise from the searing agony.
